PLUS ONE ACCESSORY DWELLING UNIT (PLUS ONE ADU) PROGRAM

BCNI takes a wholesale approach to addressing the housing challenges in our community, including working with existing homeowners willing to expand local housing stock through modifications or additions to their primary residence.

The Plus One ADU Program is part of New York State’s five-year housing initiative to support homeowners in creating code-compliant Accessory Dwelling Units (ADUs). BCNI administers this program locally in partnership with the City of Amsterdam with funding provided through New York State Homes and Community Renewal (HCR). Grants of up to $125,000 will be made available to help Amsterdam homeowners to build or rehabilitate an ADU, which can be a basement apartment, garage conversion, backyard cottage, or addition. The program expands housing options, supports family members and caregivers, and helps owners generate rental income.

If you live in the City of Amsterdam and own and reside, as your primary residence, in a single-family home, you may be eligible for grant funding to create an Accessory Dwelling Unit (ADU) for family members or caregivers.

What is an ADU?

An Accessory Dwelling Unit is a secondary residence on the same lot as a primary dwelling with features that allow a complete habitable space that allows for cooking, sleeping, and sanitation.

Types of ADUs

An ADU can be an addition to your home, garage or carriage house, a conversion of existing space such as an attic, basement or garage, or a new attached or detached structure, as shown in red on the diagram.

Who is eligible

Amsterdam Property Owners:

  • Single-family homeowners living in one of these three zoning districts:
    • Low Density Neighborhood (LDN)
    • Medium Density Neighborhood (MDN)
    • Medical Residential Neighborhood (MRN)
    • Amsterdam Zoning Map
  • Persons with a combined gross family income of all household members in the residence of less than 120% of the Area Median Income (AMI)
  • ADUs that will have a qualifying year-round tenant who is a family member or caregiver. Please Note: short term rentals and vacation rentals are NOT eligible
