BCNI takes a wholesale approach to addressing the housing challenges in our community, which includes addressing the needs of small rental properties in addition to owner occupied properties.
We currently administer awards for two State-funded programs focused on small rental properties in the City of Schenectady, and in Montgomery and Fulton Counties.
VACANT PROPERTY IMPROVEMENT PROGRAM
BCNI is the Local Program Administrator (LPA) for The Vacant Rental Improvement Program (“VRP”), a grant program funded by the State of New York and administered by the Housing Trust Fund Corporation’s (HTFC) Office of Community Renewal (OCR). The VRP supports the repair and rehabilitation of vacant rental units and other vacant spaces to increase the supply of critically needed apartments for low- and moderate-income renters outside of New York City. The program aims to help owners of rental properties bring vacant units and spaces in small-scale properties back into productive use to create safe, quality, and affordable long-term rental units.
Eligible repairs may include plumbing, electrical work, heating, structural improvements, and other essential renovations. Property owners must agree to rent the rehabilitated units at affordable rates to income-qualified tenants for a period of 10 years following an award of funds. LEADING IN LEAD PREVENTION PILOT PROGRAM
Lead is a harmful metal often found in old paint that can be poisonous for young children if it creates dust or paint chips. Young children can swallow the lead paint dust and chips from high-friction areas of the homes, such as windowsills and floors. Lead exposure can cause behavior and learning problems in young children.
Property owners of multifamily rental buildings built prior to 1980 are responsible for keeping tenants safe from lead-based paint hazards, and BCNI is here to help with the Leading in Lead Prevention Pilot Program.
Funding from the Program is available to remediate lead hazards from rental property with two or more units in select communities of concern throughout New York, including Amsterdam (Zip Code 12010) in Montgomery County and Gloversville (Zip Code 12078) in Fulton County. At least 80% of our Program funds must be spent on these zip codes.
